City Council bans bars in city limits

After the General Assembly amended a statute in its winter session that says that any city or county that allows the sale of alcohol now must administer at least two Quota Retail Drink Licenses, aka as bars or other similar business, the Leitchfield City Council heard the second and final reading of an ordinance that prohibits the opening of a bar or other business that would serve alcohol such as a wine bar, beauty salon or spa.

The ordinance city officials unanimously approved at last night’s City Council meeting reads in part:

“ … Kentucky statutory amendments have authorized two Retail Quota Drink Licenses in the city of Leitchfield … (but) said statutory amendments also permit the city to enact an ordinance prohibiting the issuance of Quota Retail Drink Licenses within the city.”

“Now, therefore, be it ordained by the city of Leitchfield, through its Mayor and City Council that the issuance of Quota Retail Drink Licensees within the city of Leitchfield is hereby prohibited.”

Council tweaks alcohol ordinance

The City Council also approved the first reading of an ordinance slightly altering the existing alcohol sales ordinance.

In one change, the Council raised the age limit from 18-years-old to 20 as the minimum age someone may be hired to work in a package store, however, according to a proposed change to the ordinance, “a person that is at least 18 years of age may be employed as long as he or she is under the supervision of a person at least 20 years of age.”

In an additional altering of the ordinance, aimed at precluding the opening of strip clubs and other like businesses, the Council added to the existing ordinance, “No licensee shall offer or permit nudity, adult entertainment activities, including nude dancing, adult motion picture, television or stage shows or sexual entertainment centers on licensed premises.”

Council members also agreed to the proposal lowering the special temporary alcoholic beverage auction license from $200 to $100.

The second and final reading of the amended alcohol sales ordinance will be held at the next City Council meeting on Tuesday, September 5.
