On Saturday afternoon, Kentucky State Police, Hartford Police and the Ohio County Sheriff’s Office attempted to serve an arrest warrant for failure to appear on a subject at McCreary Court Apartments in Hartford.
Police said that upon arriving at the residence, authorities came into contact with the suspect, 23-year-old Ryan Kiper. During a search of Kiper, he was found to be in possession of methamphetamine and drug paraphernalia.
He was arrested and charged with possession of a controlled substance and possession 0of drug paraphernalia.
He was lodged in the Ohio County Detention Center but has since bonded out of custody.
