
Kentucky State Police Commissioner Richard Sanders released additional details on the deadly Monday shooting of an Ohio man and the woman he abducted.
Sanders says Kentucky State Police Trooper Joey Brown shot and killed 24-year-old Ty’rell Pounds, of Mansfield, Ohio, after a lengthy pursuit on Interstate-71 involving multiple law enforcement agencies.
Pounds had abducted his former girlfriend, 20-year-old Skylar Williams, also of Mansfield, from the Ohio State University Mansfield campus where she was a student. The couple had a child together, who was safe with family members.
Sanders said Pounds, who was wearing a bullet proof vest, was killed as a result of the shooting, but he was able to shoot and kill Williams before he died. Kentucky State Police confirmed Williams’ gunshot wounds came from Pounds’ weapon.
Sanders said Brown attempted to save Williams in the immediate aftermath of the shooting by using his belt as a tourniquet to try to slow down her bleeding. She later died at University of Louisville Hospital.
The deadly incident began Monday afternoon at approximately 3:20 when troopers were contacted by Gallatin County dispatch in reference to a 911 call from a witness, stating they observed a distressed Williams at a gas station as she was forced into a vehicle by Pounds.
The caller stated it appeared that Williams was asking for help and that the vehicle then sped off traveling toward southbound Interstate-71. Troopers were dispatched to attempt to locate the vehicle, which was described as a dark colored Dodge Caravan with a Quebec, Canada license plate.
Troopers observed a vehicle traveling southbound in Henry County that closely matched the description provided. State police said a traffic stop was initiated near the 34 mile-marker but the Caravan failed to stop, with KSP pursuing the vehicle.
The chase continued into neighboring Oldham County with troopers using stop sticks near the 22-mile marker, but Pounds was able to evade the deployment, according to police.
The pursuit continued southbound on I-71, with multiple law enforcement agencies positioning themselves at the exit 14 ramp (Pee Wee Valley/Crestwood).
KSP said Pounds exited the interstate on the Pee Wee Valley ramp where he then crossed Hwy 329 while attempting to reenter the interstate. Due to public safety concerns, the primary KSP pursuit unit performed a PIT maneuver to prevent Pounds from reentering the highway, ending the pursuit.
