A northern Kentucky couple has been jailed on $500,000 bonds after police found their four-year-old child living in appalling conditions.

The Boone County Sheriff’s Office arrested 44-year-old Troy Caseltine and 40-year-old Susan Caseltine, both of Florence, and charged them with first-degree criminal abuse of a child under the age of 12 after responding to a report of child abuse/neglect.

According to police, the child was kept locked inside a bedroom for about 15 hours per day in the family’s Ashford Drive home, in the Oakbrook section of Florence. The room contained human feces on the walls and ceiling, as well as on a potty-training mat the child slept on. Additionally, there were holes in the wall and trash and food on the floor.

“The Caseltines stated that the child remained locked in the bedroom to prevent any distractions while the other children in the home virtually attended school,” the sheriff’s office said in statement.

The couple’s remaining children were placed with a foster family.

Both parents are being held in the Boone County Detention Center.
