A man has been indicted by an Ohio County Grand Jury on a second-degree rape charge, with the victim having an “intellectual disability.”

In the summer of 2021, Kentucky State Police launched an investigation into 42-year-old Greg A. Rafferty, of Owensboro, after receiving reports that Rafferty “had a sexual relationship with a woman with an intellectual disability,” according to police.

At the conclusion of the investigation, police said the findings were presented to the grand jury which returned an indictment for second-degree rape (intellectual disability). Rafferty has also been charged with possession of a controlled substance (methamphetamine), tampering with physical evidence and possession of drug paraphernalia, after troopers located drugs on Rafferty as he was being taken into custody.

Rafferty is currently lodged in the Daviess County Detention Center.
