An impaired 25-year-old woman has been charged in the death of a pedestrian she struck in Powell County.

Kentucky State Police said troopers responded to the incident Tuesday night at approximately 10:30 on Main Street in Clay City.

State police said its investigation showed that a Buick Encore, being driven by 25-year-old Alyson Marie-Kay Martin, of Jeffersonville (Montgomery Co.), was traveling on Main Street when she struck a pedestrian, 42-year-old Ross P. Hicks, of Mt. Sterling. Martin then fled the scene.

Hicks was pronounced deceased at the scene by the Powell County Coroner’s Office.

Martin was soon located driving her vehicle — which had front end damage — in Jeffersonville, approximately 12 miles from Clay City. Police initiated a traffic stop and, upon making contact, observed that Martin had bloodshot eyes and smelled of alcohol, according to a report by WKYT.com.

Martin, under questioning, said she stopped at a gas station after she struck Hicks and pulled his backpack “off the car’s front end,” the Lexington television station reports.

She was arrested and charged with vehicular homicide when under the influence of alcohol, DUI, leaving the scene of an accident/failure to render aid, and tampering with physical evidence.

Martin was lodged in the Montgomery County Regional Jail.

Martin, according to online records, was arrested in Franklin County in February 2024 and charged with DUI, reckless driving and possession of an open alcoholic beverage container in a motor vehicle. That case has not yet been adjudicated.
