A Rowan County man working as a paramedic has been accused of sexually abusing two patients, with one of the victims sexually assaulted while being transported to a Lexington hospital.

A Kentucky State Police investigation into the first incident, which occurred in May 2024, showed that 32-year-old paramedic Shain Peterman, of Morehead, sodomized a patient while en route from Ironton, Ohio, to the University of Kentucky Medical Center in Lexington for a cardiac-related surgery.

The arrest citation, according to multiple news outlets, states that Peterman admitted to the act but claimed it was consensual.

The second incident occurred in February 2025 in Rowan County where he is accused of second-degree rape (position of authority). The indictment in that case reads: “When he, a person in a position of authority or a position of special trust, engaged in sexual intercourse with another person who is incapable of consent.”

Peterman has been charged with first-degree sodomy, a class B felony, for the May 2024 offense and second-degree rape (because Peterman is considered to have been in a “position of authority” at the time of the offense, the charge is elevated from a class C felony to a class B felony punishable by up to 20 years in prison) for the February 2025 incident.

He’s being held in the Rowan County Detention Center on two bonds totaling $30,000.
