Foul play is suspected in the death of an inmate at the Eastern Kentucky Correctional Complex.
Kentucky State Police said troopers and detectives responded Tuesday afternoon at 2:30 to the medium/minimum security prison in West Liberty to conduct a death investigation after 27-year-old Ryan Rayburn, of Ashcamp (Pike Co.), was found unresponsive in his cell.
Rayburn was transported to Morgan County Appalachian Regional Hospital where he was pronounced deceased.
State police said that “foul play is suspected, and a person of interest, who is an inmate at the facility, is being investigated.”
The investigation is being led by KSP Det. Jared Wagner.
