
A convicted sex offender has been accused of providing a female juvenile with alcohol and marijuana before raping her in a tent in Franklin County.
Thomas M. Carter, 36, of Frankfort, gave the 17-year-old vodka and marijuana, WKYT.com reports, on October 9 and led her to his tent in the woods off Jett Boulevard behind Cattleman’s Roadhouse where he’s accused of raping the girl. The area is populated with many businesses.
In addition to rape, he’s accused of punching the victim in the face.
Carter was arrested after someone nearby heard the girl scream for help.
He was charged with first-degree rape, second-degree unlawful transaction with a minor, first-degree unlawful transaction with a minor (victim younger than 18, illegal sex act), third-degree unlawful transaction with a minor, fourth-degree assault, failure to comply with sex offender registration, and distributing obscene material to minors.
He was lodged in the Franklin County Detention Center.
Carter was convicted of first-degree sexual abuse, with the victim under the age of six, according to the Kentucky State Police Sex Offender Registry. He was released from prison in February 2025.
