City Council discusses ordinance related to organizations collecting funds on public roadways

The Leitchfield City Council at Monday night’s meeting reappointed members to multiple boards, announced surplus property and discussed an impending ordinance that sets parameters on organizations soliciting funds on roadways.

Roadblock solicitation ordinance

City Attorney Earlene Wilson is preparing to pen an ordinance that will set guidelines for organizations that desire to solicit funds on public roadways (similar to the WHAS Crusade for Children).

Wilson has not yet completed a draft of the ordinance and asked for input from the council on the parameters that should be set forth in the document.

Council members Billy Dallas and Tim Bocock, as well as Mayor Harold Miller, agreed that limiting the number of times per year organizations are allowed to solicit funds on roadways be included in the ordinance.

Bocock, though, voiced concerns about the possibility of a lawsuit being filed if an organization is denied the opportunity to collect funds on roadways.

“I don’t think we can turn anyone down because of our thought process. Personally, I wouldn’t want to see it every weekend or once per month,” Miller said.

The mayor then stated that his “main concern is liability,” adding that it “will always help to have a release of liability” signed by the organization in the event of an accident or unforeseen issue related to soliciting funds on roadways.

While the process of writing the ordinance has not yet started, Wilson told the council that she would, moving forward, have “more concrete” answers regarding the council’s concerns.

Appointments

The council voted to reappoint the following members to their respective boards as their terms soon end:

  • Melissa Mudd to the Planning Commission. Her new term runs from January 1, 2026, to December 31, 2029.
  • Nick Ramsey to the Board of Adjustments. His new term runs from January 1, 2026, to January 1, 2030.
  • Teresa Clemons to the Planning Commission. Her new term runs from January 1, 2026, to December 31, 2029.

Surplus property

Miller announced and the council approved several items that have been designated surplus property and will be placed for sale on govdeals.com.

  • From the Leitchfield Fire Department — Inmar inflatable rescue boat
  • From the city of Leitchfield — HP Laser Jet printer purchased in 2010; Kyocera printer purchased in 2010; Dell computer monitor purchased in 2017; and a Dell computer.
  • From the Leitchfield Parks and Recreation Department: HP Office Jet Printer.
