
A Grayson County man scheduled to be sentenced on multiple child sex charges and who failed to show up for his sentencing hearing has been captured overseas.
William “Scott” Carter, 51, of Millwood, agreed to a plea deal in mid-July 2025 whereby he would plead guilty to second-degree rape (no force), four counts of third-degree rape and first-degree sexual abuse, according to court documents.
The plea agreement called for Carter to serve 13 years in prison: 10 years on the second-degree rape charge, two years for the third-degree rape counts and one year for the first-degree sexual abuse charge.
Carter was slated to be sentenced on September 2, 2025, in Grayson County Circuit Court but he failed to appear.
That, though, has changed, as K105 learned that Carter is in custody overseas.
“He is in custody and we are currently working on extradition,” Kevin Smith, investigator for the Grayson County Commonwealth Attorney’s Office, told K105 on Friday night.
Law enforcement is not able to release further information at this time, Smith said.
K105 reported on July 2024 that, according to the arrest citation, Carter, under questioning, “disclosed information that he had sexual intercourse with a juvenile victim.”
Carter additionally told police that “they had sexual relations since July 2023,” the citation states.
In May 2024, a Grayson County Grand Jury indicted Carter on four counts of third-degree rape, second-degree rape (no force) and first-degree sexual abuse, according to court documents.
He was originally arrested in late February 2024 by Kentucky State Police.
