
A Grayson County man scheduled to be sentenced on multiple child sex charges and who failed to show up for his sentencing hearing has been returned to Grayson County.
William Lee “Scott” Carter, 51, of Millwood, agreed to a plea deal in mid-July 2025 whereby he would plead guilty to second-degree rape (no force), four counts of third-degree rape and first-degree sexual abuse, according to court documents.
The plea agreement called for Carter to serve 13 years in prison: 10 years on the second-degree rape charge, two years for the third-degree rape counts and one year for the first-degree sexual abuse charge.
Carter was slated to be sentenced on September 2, 2025, in Grayson County Circuit Court but he failed to appear.
Then, on December 19, 2025, K105 learned Carter had been captured overseas.
“He is in custody and we are currently working on extradition,” Det. Kevin Smith, investigator for the Grayson County Commonwealth Attorney’s Office, told K105 at the time.
Kentucky State Police Post 4 Public Affairs Officer Bryan Washer said on Thursday that, “Carter was located by former Kentucky State Trooper Ken Borders, who is now serving with a federal law enforcement partner. With the assistance of federal authorities, Carter was taken into custody and temporarily lodged in Chicago, Illinois.”
On Wednesday, Kentucky State Police Post 4 Detective Travis Dalton and Post 4 Trooper Alan Spencer traveled to Chicago where they took custody of Carter and transported him back to Grayson County.
Carter was lodged in the Grayson County Detention Center, where he will remain while awaiting sentencing.
KSP Det. Isaac Atwell, the lead investigator in the case, stated:
“This case demonstrates our continued commitment to protecting children and holding offenders accountable, regardless of how far they attempt to run. We will not stop pursuing justice for victims, and we are grateful for the cooperation of our federal partners in ensuring this offender was returned to face sentencing.”
Due to the nature of the crimes and to protect the identity of the victim, no further details will be released at this time, state police said in a press release.
The case
K105 reported on July 2024 that, according to the arrest citation, Carter, under questioning, “disclosed information that he had sexual intercourse with a juvenile victim.”
Carter additionally told police that “they had sexual relations since July 2023,” the citation states.
In May 2024, a Grayson County Grand Jury indicted Carter on four counts of third-degree rape, second-degree rape (no force) and first-degree sexual abuse, according to court documents.
He was originally arrested in late February 2024 by Kentucky State Police.
