Five people, including the 70-year-old mother on an inmate, have been accused of supplying drugs to inmates at the Eastern Kentucky Correctional Complex (EKCC) in Morgan County.

Kentucky State Police said officials at the minimum/medium security prison discovered “illegal narcotics inside the prison,” resulting in a state police and HIDTA Gateway Area Drug Task Force investigation that began on September 7, 2025.

The investigation revealed that William Caudill, 32, of Isonville, and Dwayne Skaggs, 34, of Auxier, both former correctional officers at EKCC, distributed illegal narcotics within the facility, according to state police.

Two inmates housed at the facility, Shane Wilder, 42, of Calvin, and Challis Davis, 45, of Flat Lick, were also involved in distributing illegal narcotics within the prison.

The investigation further determined that Donnie Wilder, 70, of Calvin, mother of inmate Shane Wilder, assisted in facilitating the illegal drug distribution operation.

On Tuesday, authorities charged all the suspects with first-degree promoting contraband, first- and second-degree trafficking in a controlled substance and engaging in organized crime.

Caudill and Skaggs were additionally charged with first-degree official misconduct.
