Three Lewis County residents have been charged with kidnapping two children and taking them to Mexico as one of the suspects fled the U.S. before he could be sentenced on sexual abuse charges.

The three kidnapping suspects, 39-year-old Victor Carrington, 30-year-old Kristy Carrington and 29-year-old Jay Thompson, all of Vanceburg, have been returned to Kentucky by the FBI. The two children (both Victor Carrington’s), ages eight and 16, have been placed in foster care.

Victor Carrington faced sentencing on February 6 after being convicted on three counts of first-degree sexual abuse. On February 3, he rented a vehicle in Ohio and drove to Mexico with his two children, along with Kristy Carrington and Thompson, according to media reports.

The Vanceburg PD was alerted to the missing children on February 4. When police pinged Victor Carrington’s cell phone, he and the other suspects and kidnapped children were crossing into Mexico at Laredo, Texas. They stayed in Mexico for about three weeks.

Thompson and Kristy Carrington were the first suspects taken into custody as the two attempted to cross back into the U.S. in the rental vehicle. A few days later, Victor Carrington, who did not possess the finances to stay on the run for an extended period, was captured after an FBI agent persuaded him to turn himself in to authorities, police said. The two children were with him and in good health.

The suspects were returned to Kentucky on March 4 and lodged in the Lewis County Detention Center where they have been charged with kidnapping (minor). The suspects are being held on no bond.
