
A couple has been accused of using shock collars on their children and forcing them to watch sexually explicit material.
The Hopkinsville Police Department arrested 39-year-old Joseph L. Banks and his wife, 32-year-old Amanda L. Banks on Sunday and charged each with four counts second-degree assault (domestic violence), fourth-degree assault (child abuse), three counts of distribution of obscene matter to minors, and four counts of first-degree criminal abuse (victim younger than 12).
Amanda Banks was additionally charged with first-degree strangulation while her husband was also charged with promoting the sale of obscenity
The couple is accused of hitting the children with wooden paddles and belts, locking the children in a bathroom and placing shock collars on their arms, legs and necks, according to a report by WKDZ.com, in addition to forcing the children to “watch sexually explicit programs.”
The suspects are being held in the Christian County Detention Center on four bonds totaling $100,000.
