Man arrested with pipe bombs, black powder, drugs at Morehead park

An eastern Kentucky man has been arrested with multiple homemade pipe bombs at a Morehead park.

On Wednesday afternoon at approximately noon, the Morehead Police Department responded to Rodburn Hollow Park on the report of a reckless driver. Upon arriving in the area, police made contact with 46-year-old Buffy Litteral, of Mt. Sterling.

Litteral, police said, was behaving erratically and appeared to be under the influence of an unknown substance when initially confronted. Officers deployed a K-9 around his vehicle, with the dog indicating the presence of drugs. During a search, officers located a can of ammunition, four homemade pipe bombs and black powder.

Kentucky State Police responded to the scene as did the ATF, who rendered the devices safe.

Litteral was arrested and charged with possession of a destructive device, two counts of possession of a controlled substance (drugs unspecified) and public intoxication (excludes alcohol). He was lodged in the Rowan County Detention Center on a $25,000 cash bond.

A federal investigation is ongoing, according to the ATF, and no additional details have been released.
