
A Butler County teenager stands accused of kidnapping and assaulting a woman.
The incident happened on Thursday night at approximately 9:45 when an intoxicated 19-year-old Logan R. Phelps, of Morgantown, held a female against her will in her vehicle. The victim attempted to leave the moving vehicle due to Phelps’ level of intoxication, “placing her at risk of serious physical injury,” according to the arrest citation.
Phelps then stopped the vehicle, as the victim was able to grab the keys out of the ignition and flee the scene. Phelps gave chase and assaulted the woman to retrieve the keys.
“After gaining control of the keys, the suspect forced the victim back into the car,” the citation states.
The Butler County Sheriff’s Office then received a call about car crash on Serenity Loop at approximately 11:45 p.m. Just a few minutes before midnight, Phelps was captured in the 300 block of Serenity Loop.
According to police, Phelps was also involved in a car accident on McKendree Chapel Road at approximately 6:50 Thursday night. He fled the scene of that crash.
Phelps was charged with kidnapping (adult), first-degree false imprisonment, fourth-degree assault, second-degree robbery, theft by unlawful taking (automobile), driving on a DUI suspended license, alcohol intoxication in a public place, leaving the scene of an accident, fleeing or evading police (on foot), and first-degree criminal mischief.
He was lodged in the Butler County Jail.
Phelps was arrested on November 15 in Grayson County and charged with operating a boat/watercraft while intoxicated, possession of an open alcoholic beverage in a motor vehicle, careless driving and possession of drug paraphernalia among other counts.
