An intoxicated driver who tried to run from Clarkson police has been arrested on multiple felony charges.

Friday night at approximately 11:40, Clarkson Police Officer Blake Elmore executed a traffic stop on a Chevrolet SUV at Clarkson City Hall and Community, at 213 Millerstown Street.

Upon being pulled over, the driver, 31-year-old Billy Fisher, of Radcliff (but who has previously lived in Anneta), fled Elmore on foot. Elmore, though, quickly caught Fisher, who began to fight the officer, resulting in Elmore utilizing his taser on the suspect, bringing the fight to an end, police said.

During the altercation and arrest, Elmore suffered an arm injury and sprained ankle. He was transported by EMS to Twin Lakes Regional Medical Center where he received treatment. Fisher was also transported by EMS to the ER where he was medically cleared for incarceration.

Fisher, who had a DUI wreck in September 2019 in Anneta and fought with a witness as he tried to leave the scene, was charged with his second DUI, assaulting a police officer, resisting arrest, fleeing or evading police (on foot), driving on a DUI suspended license, and criminal mischief.

Clarkson Police Chief Buck Meredith said Fisher will also be charged with promoting contraband, as the suspect attempted to take several unknown pills into the Grayson County Detention Center, where he is lodged.

Elmore executed the traffic stop on Fisher not only because the Chevy had only one working headlight, according to police, but also because Elmore stopped a vehicle containing Fisher (as a passenger) earlier in the evening, and the officer knew the suspect was intoxicated and did not possess a valid driver’s license.

In the September 2019 incident, Fisher rear-ended a Ford Explorer in the 10800 block of Anneta Road, and, according to witnesses, he attempted to flee the scene on foot but was physically detained for several minutes by the male driver of the Explorer.

Fisher, though, was able to then flee on foot, according to a witness, but was caught and held by the witness at McGrew Church Road, about a quarter mile from the site of the collision, until first responders arrived.

According to the witness, Fisher was highly combative and threatened to physically harm the man, as he attempted to punch the witness.

Assisting at the scene on Friday night were Clarkson PD Chief Buck Meredith, LPD Officers Kelsey Overton and Brandon Puckett and Grayson County Deputy Mark Johnson.
