Violent Grayson Co. felon viciously assaults female juvenile, strikes and swings dog by its collar

A violent Grayson County felon has been arrested for viciously assaulting a female juvenile and swinging a dog by its collar.

On Saturday morning at approximately 1:15, Grayson County Sheriff’s Office Sgt. Fred Norder and Deputy Jason Luedke responded to Ravenwood Drive in Anneta regarding a domestic dispute.

According to the arrest citation, a 17-year-old girl took a dog out of its kennel, with 32-year-old Billy Gale Fisher, of Anneta, striking the dog several times. Fisher then grabbed the dog by its collar and began swinging the animal around the room.

“Fearing for the dog’s life, (the juvenile) attempted to stop him,” the citation states. Fisher responded by hitting the juvenile “numerous times with a closed fist on her face, head and torso.”

The juvenile fled the assault into a bedroom where Fisher continued his attack. An adult female tried to stop Fisher, but he tossed her to the ground.

Fisher, who emanated an odor of alcohol, became combative with Norder and Luedke upon their arrival and as he was taken into custody. When placed in the back of Norder’s cruiser, he “began banging his head on the cage and side window of the passenger door,” the citation states.

Fisher was charged with two counts of fourth-degree assault, second-degree cruelty to animals, obstructing emergency responders, disorderly conduct, attempted criminal mischief, and alcohol intoxication in a public place.

He was lodged in the Grayson County Detention Center but is no longer listed as an inmate.

In September 2019, an intoxicated Fisher rear-ended a vehicle on Anneta Road near Ralph’s Market and tried to flee the scene on foot. He was detained by and tried to fight with a witness.

In January 2020, Clarkson Officer Blake Elmore stopped an intoxicated Fisher in the parking lot of Clarkson City Hall. Fisher fled Elmore on foot. Elmore, though, quickly caught Fisher, who began to fight the officer, resulting in Elmore tasing the suspect, bringing the fight to an end.

Elmore suffered minor injuries in the incident.

In September 2020, Fisher was convicted in Grayson County of assault of a police officer, fleeing or evading police (on foot) and promoting contraband.
